Campaign Finance Board (CFB) Executive Director Paul Ryan joined Inside City Hall to discuss the CFB's latest Post-Election Report (PER) and the impact of New York City's public financing program during the 2025 election cycle.
The PER highlights strong participation from small-dollar donors, with more than 240,000 New Yorkers contributing to participating campaigns. Ryan discussed how the City's matching funds program gives everyday New Yorkers greater influence in city elections by amplifying their contributions to participating candidates.
The conversation also explored the record $83 million in independent expenditures during the 2025 election cycle. Despite the significant outside spending, 84% of independent expenditures made on behalf of candidates supported candidates who ultimately lost their races — highlighting that spending alone does not determine election outcomes.
Ryan also discussed the CFB's plans to engage New Yorkers who are considering running for office ahead of the 2029 election cycle, including outreach to "candidate curious" New Yorkers who may be interested in learning more about the public financing program and what it takes to run for office.
